The 9th annual Chalk Walk Festival is underway on The Concourse in Northeast Kansas City. On Saturday, April 23, 2016, youngsters found the bike rack, Constrained Chaos, by artists Dick Jobe and Beth Nybeck, to be a place to create some chaos of their own. The festival continues 9 a.m. to 5 p.m. on Sunday.
